(as per Procurement Plan): PLRIP-CPCU--RUSS-FIRM- 01-082/83 The Government of Nepal (Go N) has received financing from the World Bank toward the cost of the Provincial and Local Road Improvement Program and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include assistance to design, implement, analyze, and report a comprehensive Road User Satisfaction Survey covering selected rural road corridors under the PLRIP. The survey will be undertaken at three-time frames: before construction commences, approximately at the midpoint of construction works and after the completion of construction work. About 52.0 person-months of key expert input is estimated to carry out the assignment. The duration of the Consultant's services will be till end of May 2029. The tentative start date of assignment will start from August 2026. The Department of Local Infrastructure Development, Provincial and Local Road Improvement Program, Central Program Coordination Unit now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: Firm must have sufficient qualifications and experience to carry out the assignment. As a minimum, the consultant (firm) must have (i) 5 years of standing in consulting conducting household surveys, transport surveys or social research in Nepal; (ii) experience of conducting Social Study of Roads (>=20 Km) or similar such user satisfaction surveys in transport sector or donor-funded road/ transport projects; and (iii) proven capacity in digital data collection and data management. Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III of the Procurement Regulations for IPF Borrowers Seventh Edition September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultant’s Selection method set out in the Procurement Regulations. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
